"Then hear in heaven Your dwelling place, and forgive, and act, and give to everyone according to all his ways, whose heart You know (for You alone know the hearts of all the sons of men)." Solomon attributes to God a unique capacity: the knowledge of hearts. No human judge can read the interior; only God can evaluate the sincerity of repentance, the depth of confession, and the authenticity of the prayer. The parenthetical—"for You alone know the hearts of all the sons of men"—is a theological axiom that governs the entire prayer system.

The request that God "give to everyone according to all his ways" introduces a principle of individualized divine response: God does not respond to the nation uniformly but to each person distinctly, according to the unique condition of each heart.
