Then Pharaoh said to Joseph, "Your father and your brothers have come to you. The land of Egypt is before you. Settle your father and your brothers in the best of the land." Pharaoh's response to the brothers' request is addressed to Joseph rather than directly to the brothers: the court protocol routes the answer through the prime minister who brought them. "Your father and your brothers have come to you": the family is Joseph's, the settlement decision is Joseph's to implement. Pharaoh ratifies the settlement and delegates the implementation to his prime minister.
"The land of Egypt is before you": the full scope of Egypt is offered: the entire country is available to Joseph for placing his family. The generosity of the offer is consistent with the promise in Genesis 45:18 ("the best of the land of Egypt"). Pharaoh is not restricting Joseph to a specific corner of Egypt; he is giving Joseph authority to settle the family wherever is best. This broad authority is the foundation for Joseph's specific Goshen arrangement: he has Pharaoh's backing to settle the family in the best available region, and Joseph has already determined that Goshen is that region for a shepherd family.
