And Joseph answered, "Give your livestock, and I will give you food in exchange for your livestock, if your money is gone." The livestock exchange is Joseph's administrative solution to the silver depletion: exchange your animals for grain. The "if your money is gone" establishes the condition: he is not requiring livestock instead of silver arbitrarily; he is offering the exchange as the solution to the specific problem that money is unavailable. The administrative adaptation is responsive to the population's reported situation: silver gone, livestock available, grain needed: exchange livestock for grain.
The livestock exchange is an ancient Near Eastern economic practice when currency is unavailable: commodity barter. Livestock (cattle, horses, donkeys, flocks) had recognized economic value and could be assessed and exchanged for grain at administered rates.
