And Joseph gathered up all the money that was found in the land of Egypt and in the land of Canaan, in exchange for the grain that they bought. And Joseph brought the money into Pharaoh's house. The first phase of the economic transformation: silver for grain. The population of Egypt and Canaan has been purchasing grain with silver throughout the famine; Joseph's administration has collected that silver. "All the money that was found": the comprehensive collection suggests the famine has been long enough that the available silver supply has been largely exhausted in grain purchases. The money flows to Pharaoh's treasury; the grain flows to the population.
Joseph bringing the silver to Pharaoh's house: rather than keeping it, stockpiling it, or distributing it: is consistent with his administrative role: he is managing Pharaoh's resources on Pharaoh's behalf, not his own. The transparency of "brought the money into Pharaoh's house" reflects the same integrity that characterized his service to Potiphar ("he put him in charge of his house and left all that he had in his charge": Genesis 39:4) and in the prison (Genesis 39:22). Joseph manages other people's resources with complete transparency about where the results go.
The progressive exhaustion of the population's silver in grain purchases sets up the transition to the next phase (livestock). The famine has a longer duration than anyone's silver reserves can sustain. Phase one of the seven-year crisis consumed the silver; Phase two (when "the money was all spent": verse 15) will require a different exchange medium. Joseph's management of the escalating crisis moves through these phases systematically: the administrative policy adapts to the resource reality at each stage of the famine's progression.
