Moreover, Pharaoh said to Joseph, "I am Pharaoh, and without your consent no one shall lift up hand or foot in all the land of Egypt." Pharaoh's additional declaration makes Joseph's authority explicit in the most comprehensive formulation possible: "without your consent no one shall lift up hand or foot in all the land of Egypt." Hand and foot represent all human activity: every action, every movement, every endeavor requiring any effort. Without Joseph's authorization, nothing happens in Egypt. This is specifically executive authority over governance; it is comprehensive personal sovereignty over the entire national life of Egypt, delegated from Pharaoh to Joseph.

The phrase "I am Pharaoh" at the opening of Pharaoh's statement is a call of where all this authority originates: Pharaoh is the source; Joseph is the delegated holder. The "I am Pharaoh" grounds the appointment in the sovereign's own identity: what follows is the personal gift of a sovereign's authority to his designated representative. The authority Joseph receives is real precisely because Pharaoh is real; the king behind the prime minister is the source that makes the prime minister's power valid.
