"Let Pharaoh proceed to appoint overseers over the land and take one-fifth of the produce of the land of Egypt during the seven plentiful years." Joseph's administrative plan has two components: appoint overseers across the land (a distributed supervisory network), and collect one-fifth of the produce during the seven abundant years. The one-fifth levy: twenty percent: is the specific fiscal policy Joseph recommends. It is substantial enough to build meaningful reserves across seven years while leaving four-fifths of the harvest for normal consumption and economic activity. The percentage reflects careful calculation: too high and it disrupts the abundance years; too low and the reserves will be insufficient for seven years of severe famine.

The "overseers" (Hebrew: pekidim: supervisors, commissioners) are the distributed administrative layer that makes the collection possible at scale. A single central administrator cannot physically collect grain from all the land of Egypt; he needs a network of regional commissioners who supervise collection in each district and ensure the one-fifth reaches the storage cities.
