"And the seven lean and ugly cows that came up after them are seven years, and the seven empty ears blighted by the east wind are also seven years of famine." Joseph completes the numerical correspondence: the seven bad cattle = seven years of famine; the seven blighted grain ears = the same seven years of famine. Both sets of negative dream images refer to the same period. The positive period (fat cattle, full grain = seven abundant years) is followed by the negative period (thin cattle, blighted grain = seven lean years): fourteen years total, beginning with abundance and ending in famine.
The identification of the blighted grain: "blighted by the east wind" is Pharaoh's specific detail from his retelling in verse 23: shows that Joseph's interpretation incorporates the exact imagery Pharaoh described.
