The chapter's final section opens with a new chiefs list organized differently from the genealogical chiefs of verses 15-18: "These are the names of the chiefs of Esau, according to their clans and their dwelling places, by their names." The qualifications "according to their clans" and "their dwelling places" signal a territorial and administrative organization rather than a genealogical one. Where the first chiefs list traced descent through Esau's wives, this list arranges leadership by clan-territory, drawing from a different type of administrative record.

The shift from genealogical chiefs (vv.15-18) to territorial chiefs (vv.40-43) represents the movement from family-based to land-based political identity. In the first chiefs list, chiefs were identified by mother and grandfather. In this final list, chiefs are identified by the clans and "dwelling places" they govern. The latter term (moshot) implies settled, defined territory. By the time of this list, Edom has transitioned from a migrating patriarchal household establishing itself in Seir to a settled nation with clans occupying named geographic territories.

The phrase "by their names" places the authority in the names themselves.
