Then Moses and Aaron went and gathered together all the elders of the people of Israel. The obedience of Moses and Aaron to the divine instruction from chapter 3 is immediate: God told Moses to "go and gather the elders" (Exodus 3:16), and in verse 29 Moses and Aaron go and gather all the elders. Between the burning bush and the elder meeting stretches the long journey from Horeb to Egypt, the circumcision crisis at the lodging place, the reunion with Aaron, and the briefing on the mountain. Now the two brothers are standing before the recognized leadership of Israel, doing exactly what God instructed.

The gathering of "all the elders" indicates that this is not a partial meeting of some available leaders but a complete assembly: the covenantal leadership structure of Israel, whatever form it took in the conditions of slavery in Egypt, is summoned together to hear what Moses and Aaron have come to say.

The public and representative nature of the first meeting in Israel signals that what follows is not private communication to individuals but the activation of the whole community's awareness of the divine mission. The elders, as the community's recognized structure of authority, must receive and validate the message before the community as a whole can respond.

The elder structure in Israel is the human social fabric through which the covenant community organizes itself and makes collective decisions. From the wilderness period to the monarchy and beyond, the elders function as the authoritative representatives of the tribal community. Moses and Aaron going first to the elders (before going to Pharaoh) is the mission's proper sequencing: the covenant community must be in motion before the external power can be challenged. The internal organizational process receives God's attention before the external political confrontation begins.
