If you do this, God will direct you, you will be able to endure, and all this people also will go to their place in peace." Jethro's promise for the implemented reform has three results: God's direction of Moses, Moses' sustained endurance, and the people's going to their place in peace. The three-promise package is the organization reform's complete benefit: divine guidance, leadership sustainability, and community flourishing. The institutional reform is rather than an efficiency gain but a covenant-community health measure that serves Moses, the leaders, and the people simultaneously.
"God will direct you" (tzavecha ha'elohim, God will command you): the institutional reform's divine authorization is the condition of its blessing: if Moses implements the reform that Jethro advises, God will command/guide Moses in the implementation. The reform is not autonomous organizational wisdom but covenant-aligned wisdom that enables YHWH's guidance to work through appropriate structures. YHWH does not short-circuit institutional organization but works through well-designed institutions aligned with covenant principles.
"And all this people also will go to their place in peace" (yavo' al mekomo beshalom): the peace (shalom) of the community that has access to timely, accessible justice is the reform's community-level benefit. The community that previously waited all day for a single judge now has multiple local judges handling routine cases efficiently. The access-to-justice principle underlying Jethro's reform is the institutional foundation of covenant shalom: a community at peace needs a judicial system that makes justice accessible to everyone, not just to those with the connections or patience to reach the top judge.
